Server 2016 RDSH with XenApp 7.15 - Start Menu (and all other Modern UI system apps) not working

we are running a site with Server 2016 (RDS-Role) and XenApp 7.15 LTSR. The workers run on bare metal. We do not use Citrix Profile Management, just normal roaming profiles.

Since a week on the machines the Start Menu and all other modern UI apps (e.g. Settings-App, Info-Center) do not work anymore.

Every logon of every user logs error-events from AppReadiness (event id 214 an 10), f.i.

This two errors occur for every modern system app from C:\Windows\SystemApps, that should be provisioned for the user logging in. The session comes up regularily, but Start Menu and all other modern apps are not responding, e.g. pressing the settings-icon in explorer "This PC" does nothing.

I already tried all the earlier mentioned tricks, like importing reg-keys for AppXAllUserStore and AppReadiness, Re-Registering Apps from cmdline and so on, nothing works.

After further investigation I discovered the following:

  • All Modern System Apps for every user fail at logon with error 0x800705AA "insufficient system ressources"
  • These errors are also logged as event in AppXDeploymentServer event log
  • Folder %LOCALAPPDATA%\Packages remains empty, on working machines there are 14 subdirs with the registered packages
  • Manual registering of System Apps (e.g. "Add-AppxPackage -register "C:\Windows\ImmersiveControlPanel\appxmanifest.xml" -DisableDevelopmentMode)") results in error 0x800705AA


We do not use 3rd party antivirus, only Defender is active. Windows Firewall is deactivated. The problem starts several days after installing the January Cumulative Updates.

Any suggestions on this?
