Windows 8 Pro to Windows 8.1 or greater

I recently moved to Mexico, and bought a Canon TS3100 printer which requires 8.1 or greater. Will not load Canin drivers for Windows 8 pro (also updated to today!), also 64 bit. How do you change from 8 pro to Windows 8.1 or greater?
