WDS fails to respond to PXE boot

Server 2016, installed WDS and added Win7 installation media

when I try to boot via PXE a PC or a virtual PC I get the initial download via TFTP, but that'w where the process stalls, as you can see below.



any ideas as to what needs to be done to resolve this issue?
