IIS(Window Server 2016 standard) where I can increase the 2g download

Is there a setting in IIS(Window Server 2016 standard) where I can increase the 2g download limit. I can stream a 4g mp4 file. However if I try and download the file downloads but 0 bytes. I have the HTTP keep-alive enabled. Does it make a differences if its Https?
