windows 7 upgrade advisor not working

whenever i try running my windows 7 upgrade adviser i keep this error:

"Windows 7 Upgrade Adviser was unable to reach the Microsoft server for compatibility information. Check you internet connection"

i have tried few methods like >turning off all my security features.

> enabling/disabling proxy settings


still the problem persist, i downloaded the adviser from this link...
