In our customer environment with 64 bit Win 10 machine.
InfoPath form rich text box will be prompted with the message : "Your browser does not support the InfoPath Rich Text Edit control. To permananetnly remove all rich text formatting and edit the content of this control in plain text format, click OK" in IE 11 if the domain is not added to “compatibility view”.
However, if the domain is added to the “compatibility view”, the rich text box cannot be edited at all.
