PrintTicket provider failed to bind to printer. Win32 error: Access is denied (KB2872151)

I am having printing issues with an application on a 2012 Terminal Server. Apparently there was a fix created (KB2872151), which was removed from the Microsoft site. Can someone please provide any relevant information regarding this issue.
