Cannot change time on a stand-alone Server 2016 Domain Controller

I have a Domain Admin Account on a server 2016 domain controller. No other domain controllers in the network. I cannot change the TIME. It says "Some settings are managed by your Organization" But this server IS the organization and there has never been another DC in this domain. In the Default Domain Controller computer security policy the Administrators and System account have the right to change Time.
