Redirect IP and HTTP To HTTPS

Hi there

last week we redirect our internal site from MyDomain | Domain Names, Web Hosting, and Free Domain Services to MyDomain | Domain Names, Web Hosting, and Free Domain Services by Url Rewriter

after all site became very slowly to load with below link as reference

The main question is how to redirect IP address and Http to Https by Url Rewriter without any delay to load our internal website ?
