Strange file permission issues with windows 2016

I have encountered a very strange folder permission issue. I have a root folder and below it I have a bunch of folders that have specific permissions and do not inherit permissions from root folder. "Domain users" have READ access on the root of the folder ONLY (not inherited to sub folders at all).


So here is the scenario

• Go to root folder with "domain users" having READ access ONLY to root and not propagating down. Administrators have full rights
  
• create sub folder
  
• give sub folder permissions to a user
  
• create a dummy file in sub folder
  
• delete sub folder
  
• Result?? Users & domain users will LOSE permissions on root. Administrators stay!!!!!!!!!!!!!!!

Can some one explain this very bizarre problem?
