Intermittent Internet connection issues with SOME users

For about a week I have had reports from several users that

1. Internet connection is suddenly lost

2. Outlook crashed or wants to start in safe mode

3. Excel crashes or wants to start in safe mode

The problem is affecting about half of the office while the other half has had no problems at all.

I have checked all DNS settings, ran virus scans, and repaired office installations.

Each time the problems occur, the computers seem able to send packets outside the network but none return. Then, without explanation, services return to normal for an undetermined amount of time.

More than the connection issue itself, it is the intermittent factor that puzzles me the most.
