can not edit Local Users and Groups in safe mode

I have windows XP Home I know only professional can do this but I
learned that you can boot into safe mode in home and do it their but I
am not able to add the snap in in their either.
I need to be able to do this because I want to use sudowin so then my
computer is more secure by having certain things password protected
like installing stuff and the likes but inorder to do that I need to
have that snap in enabled. I want to use ACLview inorder instead of
safe booting every time I need to edit it so does any body know if I
am doing any thing wrong?

I do not use XP Home, so I am not sure whether what you
are reporting is normal.
However, can you at start / run enter
control userpasswords2
and click on advanced tab at top then advanced button ??
If not, can you start / run compmgmt.msc to get at the
local users and groups feature ?
