Not able to install Windows servers Cumulative Updates anymore

Hello Everyone,

I'm facing a very hard issue on nearly all Windows servers 2016, I'm not able to install Cumulative Updates for Windows server. Every time I'm getting this error "We Couldn't install some updates because the the PC was turned off." or the download stuck at 0%

I tried a lot of stuff already :

  1. Reset WSUS
  2. Reset SoftwareDistribution folder
  3. Install updates manually (01-2019 or 02-2019)
  4. Uninstalled latest successfully installed update 12-2018
  5. Install Updates from Windows updates service directly (bypass WSUS)
  6. WSUS config with alternate server set (IP or FQDN)
  7. Network is just fine (event the WSUS cant" update itself)
  8. Windows updates troubleshooter ==> Nothing relevant

It's possible to install update for Windows defender from WSUS so setup should be fine.

All others 2008R2 and 2012R2 servers are just fine... It's only on 2016 boxes. Also it's occurring on 3 datacenters with no link between them.

Error I have :
