DFS Replication Value does not fall within the expected range.

When trying to set up a new DFS replication group on a 2012 R2 server, when I try to add a replication group member, I get an error that states "Value does not fall within the expected range.", and I am not allowed to add members. KB 3186539 has been uninstalled.
