How do kill a process or restart a service?

I have services in RDS that I would like to be able to restart. They are greyed out. I've attempted to take ownership of the service in HKLM\Local Machine\Services\Service, I've tried taskkill /F, I've tried psexec as system and access is denied for all of these attempts. Is this behavior documented somewhere?
