Disable Vendor Class and the vendor specific information option request in the Server 2016's solicit messages

I am using the Windows Server 2016 as a DHCP client and I was hoping to find a way to turn off the vendor class and the vendor specific information option request so my DHCP server can give it an address. I have already tried to locate a solution through the server manager but it is not set up as a server so that option does not exist. I also cannot find DHCP under administrator tools.
