Vista Home Premium start up loop

Hi, I am experiencing an issue with Windows Vista Home Premium. Trying to access an old pc for files. The system is just rebootng and repair windows options does not work. Have tried safe mode and it just loops back to error.

the error code is 0x00000024 (0x000190444, 0x8578fa70, 0xc0000102, 0x00000000)


Have tried burning an iso image to boot from usb but nothing is working.


Anyone got any suggestions?
