I cannot install .net 4.6

I want to install .net 4.6 on Windows Server 2012 R2. But it show blocking install "The update corresponding to KB2919355 needs to be installed before you can install this product."

Then I try install KB2919355 but it show not install.

Remark: This OS latest windows update.
