echo dot 3rd gen setup

I have windows 8 on my pc and am using an old apple iPhone 4. I can't install the alexa app on either one. I was able to set up my echo dot by logging into the alexa.amazon.com site. I would like to set up communications so I can call other people and drop in on other people as well but everything says I have to download the alexa app for this. I would like to know if there is a work around. Thank you
