I just encountered an error on a brand new Server 2016 Datacenter VM deployed in Azure Resource Manger. This is symptomatically similar to the issue in this thread, however there is nothing to clean up in this brand new domain and the Sign-in Assistant was apparently already installed after 2016 Essentials was activated.

Steps taken (XXXX is our domain, and "tenantadmin" is our original Office 365 tenant subscription user name):
- Created the VM in Azure Resource Manager
- Connected to VM via RDP
- Enabled the Server Essentials role
- When prompted, entered "XXXX" in domain with "XXXX.local" being the DNS name
- Created new network admin user "XXXXnetadmin"
- Allowed auto restart
- Connected to VM, logging in as XXXX\XXXXnetadmin
- Attempted to Integrate with Office 365 using Essentials Dashboard
- Checked box that I have a subscription
- Logged in with tenantadmin@XXXX.onmicrosoft.com
- Allowed setting strong password policy
- The error detailed below occurred.
- Checked Windows Updates - there were no more updates to apply.
- Attempted to install "Microsoft Online Signin Assistant" as described in this thread. It didn't install because it was already installed.
- Restarted server and tried Integrating With Office 365 again. Same error.
