Windows server 2016 licenses for development

I would like to, as a freelancer, develop a tool which can help WSUS administrators to manage WSUS services.

There is nice documentation of WSUS classes/interfaces/methods/properties/etc... available on Microsoft pages so I'm covered from that side.


But the problem is I don't have Windows Server at home and I cannot afford to buy a license.

So what are the options ?

Are there some free licenses for developers so they can test, etc... ?
