Windows server 2012 r2 iis returns a 401 or 500 error on all websites

My 2012 r2 server returns a 401 error and sometimes a 500 error when accessed by a browser. This occurs with all websites on this server. I have been troubleshooting for days. The permission settings are read, read and execute and list for anonymous users; the application pool is set the same. the server has all current updates. I have checked all the settings for iis with the other servers that work correctly. the log files show the 401 errors. I have reinstalled windows. I am at a loss.
