Delegate DNS administration permissions for local user - Standalone server

Hi,

We've set up a standalone, non domain-member server which will be serving DNS. We would like to have a local user account without local administrator privileges, who can handle DNS tasks. Is this possible at all when server is not in domain?

There's no DNS Admin group. Tried adding user as Power User, didn't work.
