Windows Update Standalone Installer giving me error code 0xc8000247

I have a Windows Vista Home Premium and am trying to download Itunes. To do so, I have to install Windows Installer 4.5. Windows Update Standalone Installer gives me this error code when I try to open the file I've installed.
