Require Computer Accounts Get Created In AD Before Joining PCs To The Domain (For Security Purposes)

Good morning, my manager has asked me to find a way to require that computer accounts are created in Active Directory prior to our help desk technicians joining the corresponding computers to the domain. He would like this in place for security purposes. Is there any way to enforce this?
