Windows 10 DVD Burner

I recently did a clean install of Windows 10 1809 on an old laptop (due to getting a new disk). Went well, and includes a DVD burner. But it won't burn a DVD - appears that the drive is DVD read only, and can only burn CDs. My desktop Windows 10 1809 does NOT have one. Though something is there - Media Creation Tool in the desktop opens a burning window, and it worked to burn a DVD (-DL even) for the Windows reinstall on the laptop. So how do I do it, short of using 3rd-party software (CDBurner-XP has a Win10 version, but can't burn bootable DVDs from ISO), to prepare a Live-DVD for dual-booting Linux? Where's the DVD burner in my otherwise up to date 1809 in the desktop, equivalent to what pops up in the laptop?

Note: the laptop is too old to boot from USB, so don't suggest that.
