vm windows server 2016 std activation

I bought a new server with Windows Server 2016 std from Dell. I installed Hyper-V and created a vm with another Windows Server 2016 std with an evaluation iso. When I go to activate the server using the product key that came with the server it tells me the product key does not work. What am I doing wrong.
