BITS Not downloading on one Server

Have a strange situation, have some software that uses BITS for updating the software app. For some reason on one server this software is not working and getting an error that BITS is not setup. I have other computers that are working just fine when I install the download manager on them. In the BITS Client event log I get the following:

I have been in contact with support for our firewall but they are not seeing any dropped packets for security features blocking this. I have also disabled AV and anti-spyware without any luck. I have verified that windows updates run without a problem on this server.
