Disk Space Gets Low, Event ID 2013 Not Logged, DiskSpaceThreshold Set, so why ?

I have DiskSpaceThreshold set as following in the registry and I've restarted and when I fill my system beyond the 50% DiskSpaceThreshold, event ID 2013 is not logged to the System Event Log. Why ? Note that no low disk space alert is displayed either.

Description: The <disk drive> disk is at or near capacity. You may need to delete some files.

There are lots of forum posts about this on the Internet and no solution. Please don't post asking me to use FSRM quotas or 3rd party management tools. I want Windows to log this correctly. If you're an MVP, please send me a link to an up-to-date article relevant to current Windows and / or detailing the following:

1. Why event id 2013 is not logged
2. What actions need to be taken to correct this, including whether a restart is required.
3. What Windows versions said remittance applies to.
4. Does this work for all drives or only the system / boot drive ? I need it for all volumes.

I am on Windows Server 2016 v1607. Thanks
