Can't download anything on my windows vista computer

I have two computers in windows vista but the problem is everytime I try to download something off the internet like blackboard or a windows installer I would click download and wait till it does and then when its done I would click on the installer to download and install it but nothing would happen. Ive tried restarting my computer and couldnt really find an answer online
