Windows Vista support FAT32?

Hello, I have a computer that runs Windows Vista, I got it from my aunt and I don't have a job to get anything better so, I just thought I'd explain that really quick. I have a small YouTube channel, and I use a flash drive in FAT32 format to copy videos from my PS4 onto it. However, I go to plug it into my computer, and it says I must format it, but whatever it formats it to, PS4 can't support it. I was curious if I could make Windows Vista support FAT32? The PC is 32 bit. Is there a solution? If so can I get a tutorial?
