cannot import shared secret templates Windows 2016 NPS

I'm migrating an NPS 2008 R2 server to NPS 2016. I've tried exporting all configuration settings through the GUI and command shell. However when importing it on the Windows 2016 all settings are imported except the shared secret templates. Anyone know why and what to do?

THe command used was

netsh nps export filename=”\\share\IT\NPS\file.xml” exportPSK=YES
