Restart Sometimes goes to ShutDown

Recently, occasionally, when I click on "Start" "ShutDown" then
"Restart", rather than restart the Win98 shutdown splash screen
appears, then locks, then I have to press the physical "Restart"
button on my computer which inevitably makes Scan Disk appear, have to
wait for it to scan my "C" drive, then Win98se boots up. Why is this
happening + how can I fix it? Other than that the computer is running
well. I am not that tech savvy so please make your reply easy to
follow. Thanks.

There could be a number of reasons. One of them is that a program or
device isn't terminating properly before (or when) you try to shut
Windows down.

I can only give a couple of examples as illustration, I'm afraid. Only
the "trial and error" method of disabling programs one by one might
narrow it down (Gary S Terhune might pop in here with his 'Clean Boot'
procedure at some point).

1) For about three years I'd had exactly the same problem as you, i.e.
that the PC would hang at the closing splash screen when I tried
'Restart'. This would happen most times I used that option, and I
couldn't fathom what was doing it...until I had to replace my ADSL modem
with another one. Then I found that the problem disappeared. Seems like
the drivers for the old modem weren't terminating properly.

2) I sometimes still have problems (with 'shutdown' rather than
'restart' however) if I've been doing a lot of online work. I've found
that my firewall program causes this, and I have to remember to close it
down manually before shutting the PC down.

As I said, I'm afraid this isn't much help, but it might give you some
idea as to how many things could be causing this annoyance.

Thanks Nigel. Come to think of it I have just been using a firewall
for only a few weeks, that's when the Restart problem began. I might
try closing the firefall before restarting if the problem occurs more
often. Right now the problem is fairly minor, I'll just play it by

Out of interest, Ken, what firewall are you using? I'm using the last
available version of Sygate Personal Firewall (v5.5 build 2710).

Nigel. I am also using Sygate, the same version which is the one
specifically for Win98SE, great firewall, easy to configure, seems to
catch everything (essential for a non-techie like me). I am also using
Avast Home Free Anti-virus, the combination, I think, is quite
reliable. Ken

That's *exactly* the same combination as I'm using!

I'm pretty sure it's Sygate that's causing your problem. I find that it
tends to happen after long or intensive periods of data transfer.
Manually closing Sygate (I have the last version of Process Explorer
issued by Sysinternals before the company was bought up by MS, and I
close Sygate with that) before you try a Restart may well do the trick.
