Change password greyed out

Hi all,

Any idea as to why the change password box is greyed out in Sign-in options? CTRL, ALT & END is not working for all RDP users. Could really do with allowing this box to be enabled and not have to ask users to use OSK for the CTRL, ALT & DEL shortcut.
