Black Screen after Reset

After using the reset tool the computer hits 100% does its initial restart and then I'm left with a black screen that doesn't have a cursor or anything on it, I tried to run the USB tool to reinstall windows and it downloaded and then gave me an error. I've tried updating all drivers and disabling fast boot. No luck. I've tried entering the bios and resetting it to default settings, also no luck. The reset tool has worked before, but no luck this time.
