IIS reset is failing intermittently in VM's created with new base image using packer

I'm having an issue with all the templates which are getting built after March 2019 using packer.

With new packer image I can see the OS version of Microsoft Windows Server 2016 Datacenter is same i.e. 10.0.14393

but i can see new updates are applied not sure if updates is causing issue.

Those updates are uninstallable hence cannot remove them.
