RDS Broker Refuses a connection until an AD Account is unlocked

Hello Guys

I have an issue where users from a remote site are struggling to access our RDS Servers. When they try to remote to Broker.domain, they are getting a "logon attempt failed" message for three times until their login account is locked in AD. The forth attempt is allowing the login but only to show the message "the referenced account is currently locked out and may not be logged on to". After clicking the OK button, then unlock the account in AD, the session is granted.

What could possibly be the issue?
