License Conversion 2012r2 - 2016

I have read across the entire internet that upgrading from 2012R2 activated to 2016 is possible. However, the only iso's out there are the eval versions and the dism command does not accept the 2012 key. Is there an ACTUAL operation to convert a 2012R2 to key to a 2016 key for use in converting eval to retail and activating it?
