Administrators, including local, have lost permissions

I have lost permissions on Server 2016.

My local and domain admin accounts are unable to adjust Display properties.

Also, there are a large number of services that keep stopping on the server.

The client site is managed and all the onsite computers are showing multiple windows services as stopped.
