Is it safe to delete files in bins under $Recycle.Bin?

Hi guys,

WinDirStat and FreeTreeSize both show me 8GB of some files under $Recyle.Bin\S-1-5-18.

However, when I open it I can't see anything but "This folder is empty."

Is it safe to delete the content of $Recycle.Bin\S-1-5-18?
