Problem with latest update and missing servicing stack - but i already installed it!

Hello

I'm having a problem where I am running Windows Server 2016 Version 1607 Build 14393.2941 I am trying to install the latest CU which would take me to build May 23, 2019—KB4499177 (OS Build 14393.2999) .


However I am getting the error message below about the missing service stack. Problem is I already have it installed!! (I think!)
