Error 0x80071128: The data present in the reparse point buffer is invalid

I am trying to delete a folder but it keeps coming up with this error message. The OS is Windows 10. How do I delete this folder and it's files.

Does chkdsk /r /f check every drive and is the ETA time for all drives or just the current one being checked?
