Server 2016 and CAL licensing

I'm about to setup a 2016 server and do have some questions regarding CAL licensing for users

All our users at our company that are using print server, file shares and local programs that are installed on the server will get a CAL license. But we have users that do not connect to printers etc but have an AD user and its only for managing users in O365 ( Azure active directory connect sync tool)

So they are not using any services onsite or remotely and just connect directly to 365. How is this working out? Guess these do not need a license? ( First line workers)

And in the future we might install a software on the server for the first line workers (sync tasks to their handheld device and they will have their own user in that program but not connected/authenticated to Microsoft services like AD)

I find the CAL licensing confusing and unsure on the usage first line workers / 365 users

Also if Microsoft were to come for an licensing Audit and i've ordered to few licenses etc, do they support in getting the right licenses or are there heavy fines right away?
