Windows Hardwarre Lab Kit (HLK) failed to install in Windows Server 2016 - version 1607 - SQM key not found

Hi,

I am having trouble installing HLK version 1607 on Windows Server 2016. The installation failed because it complains "SQM key not found"

The failed log :

"23:41:34.581 Setup mutex has been released
23:41:34.581 SQM key not found
23:41:34.581 Setup closed with exit code: 0x84C40013"

My Windows Server 2016 satisfies Prerequisites:

.NET Framework 4.5 (built-in with Windows Server 2016)
NO 32-bit SQL Server
NO SQL Server 2014


Can anyone help me to resolve this issue?
