PowerShell script won't run in GPO

what do I need to do to have a power shell script run in a group policy. I am following the instructions on changing the default lock screen using a Group Policy, following this page;

Script Change Lock Screen and Desktop Background in Windows 10 Pro

The error is;

Group Policy Object did not apply because it failed with error code '0x80070005 Access is denied.

If I log in as the domain administrator, it runs fine so I know the script is fine. Within the GPO setup, I am running the following switch;
-Noninteractive -ExecutionPolicy Bypass –Noprofile
