1. Metered Connection is Enabled / Disabled individually per WiFi or Ethernet network through Settings > Network & Internet > WiFi (left panel) > WiFi adapters connected to the PC appears on the right panel > Under WiFi adapter (ON) > Manage known networks > click on the WiFi network name > Properties > Metered Connection (toggle ON / OFF).

2. Allow / Disallow download of Windows updates, App updates and Hardware Driver updates over metered connections can be configured individually by the following settings which gets applied only when the active network is a Metered Connection:

(i) Settings > Update & Security > Advanced Options > Download updates over metered connections (toggle ON / OFF).

(ii) Settings > Devices > (Left Panel) Bluetooth & Other devices > (Right Panel) Download over metered connections (check Enable / Disable).

(iii) Settings > Devices > (Left Panel) Printers & Scanners > (Right Panel) Download over metered connections (check Enable / Disable).

(iv) There is no specific setting to disallow Store App updates over a metered connection. Store Apps might behave differently on a metered connection depending on how the App has been designed. However you can choose to enable / disable Automatic updates of all apps through Microsoft Store > More (...) on top right > Settings > App updates > Update apps automatically (toggle ON / OFF).

3. If you are "Allowing" download of updates for OS and Drivers over metered connections, then it becomes immaterial to define any of your WiFi networks as a metered connection. Therefore the standard rule should be to disallow download of updates over metered connections by switching OFF the respective settings button and configure only those networks as a metered connection where data restriction apply.

Keep in mind that if you have a data quota for any specific network which is significantly higher than your average usage requirement, then it is more apt to label such a network as a non-metered connection.
