Cannot make change to Active Hour

Hi,

Both of my Windows Server Standard 2016 cannot make change to the Active Hour.

One server show active hour from 8 PM to 9 AM which is incorrect.

When I make change and choose a new time at 8 AM, it automatically revert back to 8 PM (before I click save).

Really confuse.

Please advise.
