KB4503267 won't download

[KAG PMW]

I attempted to download this update and at first it would fail at 10% and gave me the error code 0x800705b4. I researched this error code and found that it was related to Windows Defender. I turned Windows Defender back on and rebooted the Server. Now when I try to download it again it just stays stuck at 0% and when I check on it again later, Windows Update tells me again that I have this new up to download again, but it hasn't failed with any error codes. Any suggestions?
