Window update: update not installing on restart KB4495620 Cumulative Update for .NET Framework 3.5 and 4.8 for Windows 10, version 1903

The update KB4495620 Cumulative Update for .NET Framework 3.5 and 4.8 for Windows 10, version 1903 has downloaded but I see the message "Requires a restart to finish installing". I have tried restarting several times, but the update does not install. The Troubleshooter can find no error.

I have followed advanced troubleshooting on the web, including installing 2019-05 Servicing Stack Update for Windows 10 Version 1903 for x64-based Systems (KB4500109) but to no avail.

What do I do next, please?
