Mapped drives set by group policy do not appear in Explorer

I have set a group policy under User Configuration\Preferences\Windows Settings\Drive Maps to map network drives. The mapped drives do not show up in Explorer. If I open notepad and try to save a file the mapped drives appear. If I open a command prompt (standard or administrator) I can access the mapped drives. I have another server running Windows Server 2012 R2 with the exact same group policy settings and the drives map on Windows 10 computers. When I run gpresult /h it shows these settings coming from group policy. Why is this group policy setting not behaving consistently in Explorer?
